			<content:encoded><![CDATA[<p>The Greater East End Management District (GEEMD) in cooperation with the Houston Metropolitan Transit Authority (METRO) seeks to engage a qualified professional consulting firm for the purpose of conducting an Alternatives Analysis for an Urban Circulator in the Greater East End Management District<span id="more-1537"></span> funded through a $250,000 grant from the Federal Transit Administration (FTA) (the “RFQ”).  The successful consultant team will be expected to develop a detailed scope of work with study timeline; outline detail of  responsibilities for task completion; assure study aspects meet FTA, GEEMD and METRO requirements; define and evaluate route, technology and transit investment, in addition to other requirements as outlined in the RFQ.</p>
<p>RFQ:  Copies of the RFQ may be obtained from the GEEMD office at 3211 Harrisburg Blvd., Houston, TX 77003, 713-928-9916 or by email request from rwimbish@greatereastend.com.</p>
<p>Pre-proposal Meeting:  A non-mandatory pre-proposal meeting will be held on February 21, 2012, at 10:00 a.m. in the GEEMD offices, 3211 Harrisburg, Houston, Texas 77003, to discuss GEEMD’s Master Plan and Mobility Study and to respond to general questions relating to this RFQ.</p>
<p>Deadline: Qualifications and accompanying statements shall be addressed attention of: Mr. Patrick Ezzell, Director of Planning and Infrastructure, 3211 Harrisburg Blvd., Houston, Texas 77003. <p>Qualifications will be received until 3:00 p.m. (CST) on February 28, 2012.  Any Qualifications received after this date and time will not be considered.  GEEMD reserves the right to reject any and all proposals.</p>
<p>NOTE: By submission of your Qualifications and Statements in response to this announcement, you are certifying that neither your firm(s) nor any of their principals are presently debarred, suspended, proposed for debarment, declared ineligible, or excluded from participation in this procurement process by any Federal Department or Agency.  Further, if such a debarment or suspension occurs during the course of the procurement, you shall so inform the GREATER EAST END MANAGEMENT DISTRICT.</p>
<p>Utilization of Disadvantaged Business Enterprises (DBE) and the GEEMD’s goal for utilization of DBEs is 24%. This goal is applicable to this project. </p>
